recatch a RYDON with the rock solid ability and trade evolve him [holding protector] into RYPERIOR.
(your rydon wont last 2 seconds in a battle the minute a water pokemon is sent out)
personally i wouldnt use EMPOLEON because hes a typical pokemon to have and every good team is anticipating 1 of the three starter pokemon in each party.
you dont have an electric pokemon so here is my suggestion.
use a superrod in the waters on route 220 and catch a chinchou or lanturn.
hes [water/electric] and catch one with volt absorb ability!!!! that way your imune to electric atacks as well.
teach him surf and discharge.
now heres whats gonna happen in a doublebattle
-send out lanturn and togekiss
-make togekiss use fly and lanturn use surf or discharge
-togekiss will fly into the air so when you use surf/discharge only the 2 enemy pokemon get swamped.
